Ms. Mullaney focuses her practice on the representation of a wide variety of healthcare providers, including urban and rural hospitals, physician groups, medical staffs, home health and hospice providers, rehabilitation companies, and a 300 member Independent Physician Association. Ms. Mullaney serves as general counsel to a number of hospitals and healthcare providers in Pennsylvania, Ohio, West Virginia and New Jersey. In addition, she serves as special counsel to healthcare clients on a wide variety of issues, including the structuring of hospital-physician joint ventures, regulatory compliance, HIPAA, managed care contract negotiations, certificate of need, reimbursement and hospital-medical staff relations. Prior to practicing law, Ms. Mullaney held the position of Chief Operating Officer at Peterson Hospital, a 176 bed rehabilitation, SNF and ICF facility in Wheeling, West Virginia. In 2006, Ms. Mullaney was named a Pennsylvania Super Lawyer, an honor bestowed upon the top five percent of Pennsylvania lawyers.
Mergers and Acquisitions
Negotiate mergers, acquisitions and affiliations between health care providers, including acquisition of physician practices by hospitals. Structure ongoing relationships between hospitals and physicians.
Integrated Delivery Systems
Representation of PHOs, PPO, HMOs and IPAs, including the negotiation of provider contracts, managed care contracts, and corporate formation documents. Provide anti-trust analysis and corporate compliance advice to IDS.
Medical Staff
Draft medical staff bylaws, credentialing manuals, medical staff development plans and physician contracts. Serve as hearing officer for numerous medical staff hearings.
Fraud and Abuse/Regulatory Compliance
Provide ongoing and special advice to health care clients on complex regulatory issues, including Stark, anti-kickback, false claims, physician recruitment and Medicare compliance.
HIPAA/Privacy Issues
Developed a comprehensive HIPAA compliance plan for a 300-member IPA and its constituent members. Provide ongoing counsel with regard to privacy issues.
General Counsel to Hospitals, Physician Corporations and IPAs
Provide day-to-day counsel on patient care, employment, physician relations, corporate governance, accreditation and other legal issues.
Non-Profit and Federally Tax-Exempt Organizations
Formation, organization and operation of non-profit organizations; counsel on tax regulatory and operational issues.

Represent physician groups in negotiation of employment contracts, managed care arrangements, shareholder issues, medical staff disputes and reimbursement disputes. Represent closely held corporations in corporate formation, shreholder issues, dispute resolution and dissolution.
